1. (1) The committee shall consist of six members made up of one representative from each of the following groups or organizations:

   1. (a) Utah Highway Patrol Superintendent or designee;
   2. (b) Utah Department of Public Safety, Breath Alcohol Program;
   3. (c) Utah Division of Highway Safety;
   4. (d) Utah Sheriffs Association;
   5. (e) Utah Chiefs of Police Association;
   6. (f) Statewide Association of Prosecutors;

2. (2) Members of the committee shall:

   1. (a) be approved by the Commissioner of the Utah Department of Public Safety;
   2. (b) be appointed for four year terms; and
   3. (c) cease to be members of the committee immediately upon the termination of their membership in the group or organization they represent.
3. (3) If a vacancy occurs during the four year term of a committee member, a new member shall be appointed from the same group or organization to complete the term of that member.
4. (4) The committee shall select a chairman and vice-chairman from among its members.
5. (5) Four members shall constitute a quorum for committee action.
6. (6) The department's special counsel shall assist the committee as needed.
