1. A. It is the purpose of this rule to set forth:

   1. (1) Procedures whereby the department may certify:

      1. (a) breath alcohol concentration testing programs;
      2. (b) breath alcohol concentration testing instruments;
      3. (c) breath alcohol concentration analytical results.
      4. (d) breath alcohol concentration testing operators;
      5. (e) breath alcohol concentration testing technicians; and
      6. (f) breath alcohol concentration testing program supervisors.

   2. (2) Adjudicative procedure concerning:

      1. (a) application for and denial, suspension or revocation of the aforementioned certifications; and
      2. (b) appeal of initial department action concerning the aforementioned certifications.
