1. (1) When inspecting the exhaust system of a vehicle, the inspector shall:

   1. (a) check the exhaust system for proper operation; and

      1. (i) advise the customer when joints are loose, broken, or if any leakage exists; or

      2. (ii) issue a rejection inspection certificate when:

         1. (A) components are not properly mounted or supporting brackets are not secure;
         2. (B) the muffler has been removed or is not functioning properly;
         3. (C) any muffler cutout or bypass is used; or
         4. (D) the exhaust system has been changed or modified and is not as effective as OEM specifications.
