1. (1) The inspector shall check vehicles that have been modified for off-road use for compliance with the safety inspection rules, Utah state law, and federal motor vehicle safety standards:

   1. (a) the inspector shall issue a rejection inspection certificate when:

      1. (i) a vehicle does not meet all inspection requirements for a regular passenger vehicle;
      2. (ii) a vehicle does not provide an enclosure or cockpit for the driver and occupants; or
      3. (iii) the vehicle has a Baja or T-bar style bumper.
