1. (1) The required fee shall accompany the application for certificate of registration.

   1. (a) Certificate of registration fees will be refunded if the application is denied.
2. (2) When a certificate of registration has expired for more than one year, an application shall be made for an original certificate as if the application was being made for the first time.
