License Verification Process for Applicants

  1. (1) The division shall establish a verification process to ensure the validity of a driver license issued by a foreign jurisdiction with which the division has entered into a reciprocity agreement.
  2. (2) An application for a driver license submitted by an applicant that possesses a driver license issued by a foreign jurisdiction with which the division has a reciprocity agreement shall:

    1. (a) submit to the division:

      1. (i) a Utah driver license application form;
      2. (ii) a driving record issued by the foreign jurisdiction dated within 30 days from the date of application; and
      3. (iii) a valid driver license issued by the foreign jurisdiction;
    2. (b) provide documents necessary to establish identity and legal, lawful presence in the United States;
    3. (c) pay applicable licensing fees;
    4. (d) pass any medical and vision evaluations; and
    5. (e) pass a written knowledge test.
  3. (3) Any documents submitted to the division shall be translated into English by a translator on the division's approved list. A list of approved translators may be found on the division's website.
