1. (1) The terms used in this rule are defined in Section 53-17-102.

2. (2) In addition:

   1. (a) "department" means the Utah Department of Public Safety; and
   2. (b) "participating agency" means an employer defined in Section 53-17-102 that has elected to participate in the trust fund.
