1. (1) The department quarantines the entire state of:

   1. (a) Arizona;
   2. (b) New Mexico; and
   3. (c) Texas.
2. (2) The department may quarantine any areas not listed in Subsection R68-18-3(1) that are subsequently found to be infested.
