1. (1) The department shall respond to violations of this quarantine by immediately directing any shipments or lots of regulated articles be:

   1. (a) sent out of the state;
   2. (b) destroyed; or
   3. (c) treated by a method and in a manner as directed by the department.
2. (2) The owner or their authorized agent is responsible to pay any costs associated with the required treatments or disposals of shipments in violation of this quarantine.
