1. (1) A person who transports or supplies a regulated article shall include on each record, certificate, or other document provided to the department:

   1. (a) information regarding the source of the regulated article; and
   2. (b) the disposition of the regulated article.
2. (2) A person who sells regulated articles shall include information regarding the source and supplier of the regulated article on each record, certificate, or other document provided to the department.

3. (3) To enforce this rule, the department may:

   1. (a) inspect each record, certificate, document, inventory, and facility of a person who transports, supplies, or sells a regulated article from an area under quarantine;
   2. (b) conduct an inspection at any time during reasonable business hours; and
   3. (c) take samples of the regulated article.
