1. (1) Restricted Products:

   1. (a) The plant and any plant part, including seed, shelled grain, stalks, ears, and sweet corn on the cob, of:

      1. (i) corn;
      2. (ii) broomcorn;
      3. (iii) sorghums; and
      4. (iv) sudangrass.
   2. (b) beans in the pod;
   3. (c) beets;
   4. (d) celery;
   5. (e) peppers - fruits;
   6. (f) endive;
   7. (g) Swiss chard;

   8. (h) rhubarb, including cut rhubarb or rhubarb plants with roots; and

      1. (i) cut flowers and entire plants of:
      2. (i) aster;
      3. (ii) chrysanthemum;
      4. (iii) calendula;
      5. (iv) cosmos;
      6. (v) hollyhock;
      7. (vi) marigold;
      8. (vii) zinnia;
      9. (viii) Japanese hop;
      10. (ix) dahlia; and
      11. (x) gladiolus.
2. (2) Dahlia tubers without stems shall not be considered restricted products.
3. (3) Gladiolus corms without stems shall not be considered restricted products.
4. (4) Seed for planting purposes and popcorn for human consumption shall not be considered restricted products when free from portions of plants or fragments capable of harboring larvae of European Corn Borer
