- (1) According to state law, and subject to fairness, health, and security requirements, Board hearings are open public hearings.
- (2) Public access to Board hearings is primarily available through live internet streaming of hearing.
- (3) The requirement that a hearing be open to the public is satisfied when a hearing is conducted electronically. There is no requirement that any participant be present at the anchor location.
- (4) When health, safety, and security procedures and protocols of the Board and the Utah Department of Corrections (Department) allow, victims and members of the public, including media representatives, may attend Board hearings in person.
- (5) The Board shall only accept testimony from the offender and specific individuals as provided in Rules R671-203, R671-308, R671-516, and R671-517. Nothing in this rule prohibits the Board from accepting written comments from other individuals.
- (6) The Board may limit or suspend forms of access to hearings in declared cases of national, state, county, or municipal emergency or natural catastrophe or other unforeseen and extraordinary circumstances.
