1. (1) This rule shall be construed in accordance with Title 63G, Chapter 4.
2. (2) This rule shall be liberally construed to secure a just, speedy, and economic determination of issues.

3. (3)(a) The presiding officer may, for good cause, deviate from the provisions of this rule if:

   1. (i) the presiding officer finds that strict compliance with this rule is impractical or unnecessary; or

      1. (ii) a deviation from the rule promotes the furtherance of justice or the statutory purposes for which the action is brought.
   2. (b) All parties shall be notified by the presiding officer of any deviation from this rule.
