1. (1) When a party or the party's authorized representative to a proceeding fails to appear at a hearing after due notice has been given, the presiding officer may:

   1. (a) continue the matter;
   2. (b) enter an order of default as provided by Section 63G-4-209; or
   3. (c) hear the matter in the absence of the defaulting party.
