1. 1. This rule shall be construed in accordance with the Utah Administrative Procedures Act and supersedes any conflicting provision of procedural rules promulgated by the Division or Board.
2. 2. This rule shall be liberally construed to secure a just and speedy determination of all issues presented to the Division or Board.

3. 3. For good cause, and where no party is prejudiced, the Division or Board may permit deviation from this rule except where precluded by statute.

   The time within which any act shall be done shall be computed by excluding the first day and including the last, unless the last day is a Saturday, Sunday, or State holiday, and then it is excluded and the period runs until the end of the next day which is neither a Saturday, Sunday, or State holiday.
