1. (1)(a) A nonresident owner of a racing vessel that is not required to be registered and numbered in the nonresident's home state is exempt from registering and numbering the racing vessel pursuant to the requirements of this Title R650.

   1. (b) The registration and numbering exemption is valid only at the race site on the day before and the day of a division-authorized race.
