1. (1)(a) The operator of a vessel that is less than 21 feet in length shall have on board the vessel at least one spare motor, paddle, or oar capable of maneuvering the vessel.

   1. (b) The operator of a low-capacity vessel that is less than 16 feet in length, and that is traveling on a river in a group may meet the requirements of Subsection (1)(a) by carrying one spare oar, paddle, or paddle designed to be strapped to or worn on the hand for every three vessels in the group.
