1. (1) The commissioner may terminate the order at a time when it is determined there is no longer an industry need for the order.

2. (2) Upon the termination of the order, the members of the board shall:

   1. (a) continue in their capacity until discharged by the commissioner upon dissolution of the board.
   2. (b) dispose of any remaining funds in a manner as the commissioner may determine to be appropriate; and
   3. (c) to the extent practicable, proportionally return funds to the producers who may have paid in excess.
3. (3) Producers may request a referendum vote once a year through a petition of 25% of the registered producers.
