1. (1) The commission, with the assistance of the Utah Soil Health Advisory Committee, shall oversee the AgVIP.

2. (2) The department shall publish information for each program funding cycle, which may include:

   1. (a) an application period;
   2. (b) specific information required for each application; and
   3. (c) ranking criteria that will be used to evaluate applications

3. (3)(a) Applications and personal information submitted to the department are subject to Title 63G, Chapter 2, Government Records Access, and Management Act (GRAMA).

   1. (b) Pursuant to Section 4-18-307, the department may not disclose a record that identifies the agricultural practices of a specific landowner or producer.
