1. (1)(a) The purpose of this rule is to establish procedures that are necessary to carry out the National Association of Insurance Commissioners' Insurance Holding Company System Regulatory Act and Title 31A, Chapter 16, Insurance Holding Companies.

   1. (b) The commissioner declares that the information called for by the Act and Title 31A, Chapter 16, Insurance Holding Companies, is necessary and appropriate, in the public interest, and for the protection of the policyholders in this state.
2. (2) This rule applies to a person that is a member of an insurance group within an insurance holding company system.
