1. (1) an application for a navigator license shall be submitted using Sircon; and
2. (2) a non-resident license application for a license type or line of authority not offered in the person's home state shall be submitted to the commissioner via facsimile or as a PDF attachment to an email using a form available through the department's website, https://insurance.utah.gov, until an electronic application becomes available from Sircon or NIPR.

A resident or non-resident license application for a new license, or for the addition of an additional license type or line of authority, shall be submitted using either Sircon or NIPR, except:
