1. (1) The purpose of this rule is to:

   1. (a) set standards for the investigation and disposition of property, casualty, and title claims; and
   2. (b) identify an unfair claim practice.

2. (2) This rule applies to:

   1. (a) a property and casualty insurer;
   2. (b) a title insurer; and
   3. (c) an authorized agent.
