1. (1) The purpose of this rule is to establish

   1. (a) licensing criteria;
   2. (b) certification guidelines; and
   3. (c) standards of conduct for the bail bond business.

2. (2) This rule applies to a person licensed as:

   1. (a) a bail bond agency;
   2. (b) a bail bond producer; or
   3. (c) a surety insurer.
