1. (1) The purpose of this rule is to establish procedures governing the designation and conduct of an adjudicative proceeding before the commissioner.

2. (2)(a) This rule applies to:

   1. (i) an adjudicative proceeding commenced by a complainant;

      1. (ii) an adjudicative proceeding commenced by a petitioner;
      2. (iii) a respondent in an adjudicative proceeding; and
      3. (iv) an intervenor in an adjudicative proceeding.
   2. (b) This rule does not apply to a public hearing under Section 63G-3-302.
   3. (c) This rule is liberally construed to secure a just, speedy, and economical determination of each issue.
   4. (d) The commissioner may permit a deviation from this rule for good cause.
