1. (1) "Juvenile detention facility" as authorized by Section 80-5-501, means a specific location that is operated directly or by contract by the Division of Juvenile Justice and Youth Services for delivery of services to youth, and in which:

   1. (a) youth in the temporary or legal custody of the Division of Juvenile Justice and Youth Services are present; and
   2. (b) public access is controlled.
2. (2) "Secure area" has the same meaning as provided in Section 76-8-311.1.

3. (3) "Secure care facility" as authorized by Section 80-5-503, means a specific location that is operated directly or by contract by the Division of Juvenile Justice and Youth Services for delivery of services to youth in which:

   1. (a) youth placed in the custody of the Division of Juvenile Justice and Youth Services pursuant to Section 80-6-705 are present; and
   2. (b) public access is controlled.
