Authority and Purpose

(1) Subsections 26B-6-403(2)(g) and 26B-6-403(2)(l) authorize this rule.
(2) This rule defines and establishes a standard for behavior interventions to prevent infringement of a person's constitutionally protected rights without due process. The standard is intended to:
1. (a) protect and promote a person's rights;
2. (b) prevent abuse and neglect;
3. (c) encourage positive behavior support;
4. (d) ensure health and safety; and
5. (e) ensure that the least intrusive behavior intervention is provided in the minimum amount necessary.
