1. (1) A restriction to property implemented by the division or provider shall be:

   1. (a) part of a written behavior support plan as described in Section R539-4-3; or
   2. (b) an emergency behavior intervention as described in Section R539-4-4.
2. (2) Each restriction must be approved by the team and the provider human rights committee before use of the restriction.
