- (1) The Department of Health and Human Services is authorized to create rules necessary for social services pursuant to Section 26B-1-202. The Office of Recovery Services (ORS) is authorized to adopt, amend, and enforce rules pursuant to Section 26B-9-108.
- (2) The purpose of this rule is to clarify that ORS must first apply support payments to current support obligations before applying the money to arrears debts. It also establishes a method for posting payments when the obligor does not provide instructions for the payment and has more than one child support case.
