1. (1) ORS may begin procedures for driver license suspension on an obligor if other appropriate administrative enforcement actions have been exhausted and the obligor:

   1. (a) has a valid Utah driver license;
   2. (b) is delinquent in child support payment pursuant to Section 26B-9-501;
   3. (c) is working, but ORS cannot send an Income Withholding Order; and
   4. (d) has the ability to pay child support.
