1. (1)(a) Subsection 26B-1-202(2)(a) authorizes the Department of Health and Human Services to adopt this rule.

   1. (b) Subsection 76-8-311.1(2)(a) permits a mental health facility to establish secure areas within the facility and prohibit or control by rule any firearm or other dangerous weapon, ammunition, or explosive.
   2. (c) Subsection 76-8-311.3(2) permits a mental health facility to prohibit a firearm, ammunition, a dangerous weapon, an implement of escape, an explosive, a controlled substance, spirituous or fermented liquor, medicine, or poison on campus.
2. (2) This rule establishes secure areas on the Utah State Hospital (USH) campus, and procedures for securing prohibited items and devices.
