1. (1) This rule is enacted for the purpose of promoting the availability of comprehensive ACT services by:

   1. (a) Creating minimal standards of certification, care and practice for ACT teams; and
   2. (b) Outlining the responsibilities of ACT teams including Evidence-Based Practice (EBP) models, and clients to team ratios.
