1. (1) The purpose of this rule is to provide guidance on:

   1. (a) the priorities for treatment services;
   2. (b) the rights of individuals participating in services;
   3. (c) process for Local Mental Health Authorities (LMHAs) and Local Substance Abuse Authorities (LSAAs) to set policies on fees for service;
   4. (d) LMHA and LSAA program standards;
   5. (e) the formula for allocation of funding.
   6. (f) allocation of Utah State Hospital (Hospital) beds to LMHAs;
   7. (g) admission to the Hospital and coordination of care;

   8. (h) determining the proper LMHA under special situations;

      1. (i) transfer planning between LMHAs from the Hospital;
   9. (j) conflict resolution; and
   10. (k) prohibited items and devices on the grounds of public mental health facilities;
