1. (1) Table 1 describes a county's portion of funding risk with the state based on a county's classification.
2. (2) Table 2 describes how a county's portion of funding risk with the state will increase over time.

3. (3) A county shall leverage Medicaid and private insurance reimbursements and other funding to cover its portion of the funding risk.
