1. (1) An entity wishing to establish an MCOT may respond to a request for proposal issued by the Office of Substance Use and Mental Health.

2. (2) A grant shall be awarded based on the applicant's ability to comply with:

   1. (a) the conditions described in Section 26B-5-112.5; and
   2. (b) this rule.
3. (3) MCOT grants shall be made available if funding is appropriated by the Legislature for establishing an MCOT.
