1. (1)(a) Section 80-2-302 authorizes this rule.

   1. (b) Section 80-2-301 authorizes the Division of Child and Family Services (Child and Family Services) to provide out-of-home services.
   2. (c) The Public Health and Welfare Act of 2014, 42 U.S.C. 672 authorizes federal foster care.

2. (2) This rule clarifies the:

   1. (a) qualification, selection, payment criteria, and roles and responsibilities of a caregiver while a child is receiving out-of-home services; and
   2. (b) roles and responsibilities of Child and Family Services to a caregiver for a child receiving out-of-home services in accordance with Rule R512-300.
