1. (1) Each provider shall comply with:

   1. (a) each department contract requirement; and

   2. (b) any applicable federal, state, or local law, rule, or ordinance, including:

      1. (i) Rule R380-80;
      2. (ii) Rule R501-14; and
      3. (iii) this rule.
2. (2) If there is a conflict between any rule requirement and the settings rule, the settings rule shall prevail.
