1. (1) Rules R501-1 and R380-600 apply to any program subject to human services program licensure.

2. (2) Each licensee and person associated with the licensee shall comply with:

   1. (a) Rule R501-14;
   2. (b) any applicable categorical rule in Title R501; and
   3. (c) any federal, state, or local law, rule, or ordinance.
