1. (1) When possible, the office shall hold a hearing by telephone or video conference.

2. (2) The office may hold a hearing in person if the office finds good cause to hold the hearing in person.

   1. (i) Good cause to hold a hearing in person includes a determination by the presiding officer that a party does not have the equipment necessary to participate in a telephone or video conference hearing.

      1. (ii) The office shall hold a hearing in person in an agency office located in the county closest to where the aggrieved person resides or maintains a principal place of business, unless the office finds good cause to hold the hearing elsewhere.
