1. (1) the employee agrees to the change;
2. (2) the change in work location is communicated to the employee at appointment to the position requiring the change in location; or
3. (3) management complies with relevant finance policies to pay costs associated with the change in work location.

Management may not change an employee's work location if the change requires the employee to commute or relocate 50 miles or more, one-way, beyond the current one-way commute, unless:
