1. (1) the custodial parent;
2. (2) both parents acting jointly;
3. (3) a person given authority to apply for updating the birth registration by a court of competent jurisdiction; and

4. (4) a person granted power of attorney to apply for updating the birth registration by:

   1. (a) the person who is the subject of the birth certificate, if of legal age;
   2. (b) the custodial parent, if a sworn attestation of custodianship is included with the power of attorney; or
   3. (c) both parents acting jointly.

A legal representative with authority to apply for a supplementary birth certificate is limited to:
