2. (2) This rule establishes the procedures and standards that govern:

   1. (a) foundling certificates;
   2. (b) certificates for a child of unknown parentage; and
   3. (c) certificates for a newborn child relinquished under Title 80, Chapter 4, Part 5, Safe Relinquishment of a Newborn Child.
