1. (1) Sections 26B-8-125, 81-13-103, 81-13-504, and 81-13-505 authorize this rule.

2. (2) This rule provides procedures for:

   1. (a) a birth parent, adoptee, or sibling of an adoptee to register with the Utah Adoption Registry, as described under Section 81-13-504; and
   2. (b) an adoptee to access adoption documents associated with the adoptee's adoption without a court order, as described under Section 81-13-103.
