1. (1) "Diagnostic mammography" means performing a mammogram on a woman suspected of having breast cancer.

2. (2) "Facility" means:

   1. (a) the same as defined in Rule R432-1; and

   2. (b) includes any of the following entities that is applying for, or has received, a certification from the Office of Licensing (OL) and conducts breast cancer screening or diagnosis through the operation of equipment to produce or initially interpret a mammogram, process film, or view conditions for interpretation:

      1. (i) a clinic;
      2. (ii) a hospital;
      3. (iii) a mobile unit;
      4. (iv) a radiology practice;
      5. (v) an office of a physician;
      6. (vi) an outpatient department; or
      7. (vii) any other facility that conducts breast cancer screening or diagnosis.
3. (3) "Image quality" means the overall clarity and detail of an x-ray, including spatial resolution or resolving power, sharpness, and contrast.
4. (4) "Mammogram" means a radiographic image of the breast.
5. (5) "Mammogram unit" means an x-ray system designed specifically for breast imaging, providing optimum imaging geometry, a device for breast compression, and low dose exposure that can produce high quality, reproducible images.
6. (6) "Mammography" means radiography of the breast to diagnose breast cancer.
7. (7) "Phantom" means an artificial test object simulating the average composition of and various structures within the breast.
8. (8) "Physician supervisor" means a physician with an unrestricted license under Title 58, Chapter 67, Utah Medical Practice Act or Title 58, Chapter 68, Utah Osteopathic Medical Practice Act, who is acting within the scope of the practice of medicine.
9. (9) "Screening mammography" means a standard readable two-view per breast low dose radiographic examination to detect unsuspected breast cancer using specifically designed equipment dedicated to mammography.
10. (10) "Quality assurance" means a program designed to achieve the desired degree or grade of care, including evaluation and educational components to identify and correct problems in interpreting and obtaining mammogram.
11. (11) "Quality control" means the process of testing and maintaining the highest possible standards of equipment performance and acquisition of radiographic images.
