1. (1) The licensee must furnish to the Department a functional program which includes the following:

   1. (a) the purpose and license category of the facility;
   2. (b) services offered, including a detailed description of each service;
   3. (c) ancillary services required to support each function or program;
   4. (d) services offered under contract by outside providers and the required in-house facilities to support these services;
   5. (e) services shared with other health care licensure categories or functions;
   6. (f) physical and mental condition of intended residents;
   7. (g) ambulatory condition of intended residents, such as mobile or ambulatory;

   8. (h) special electrical requirements related to resident care; and

      1. (i) communication systems and other special systems.
2. (2) The functional program must include a description of how essential core services will accommodate increased demand if the building is designed for later expansion.
