DIH shall calculate at a uniform rate for each hospital discharge, the non-state government hospital-intergovernmental transfer, as specified in Title 26B, Chapter 3, Inpatient Hospital Assessment Act. DIH shall determine the uniform rate by using the total number of hospital discharges for non-state government hospitals, and shall apply uniformly any quarterly changes to the uniform rate to all non-state government hospitals.
