- (1) This rule is authorized by Sections 26B-1-213 and 26B-3-108 and allowed under Section 1115(a) of the Social Security Act.
- (2) This rule establishes the eligibility requirements for enrollment and the benefits members receive under the Health Insurance Flexibility and Accountability Demonstration Waiver (HIFA), which is Utah's Premium Partnership for Health Insurance (UPP).
