1. (1)(a) Title XIX of the Social Security Act and Sections 26B-1-213, 26B-3-102, and 26B-3-104 authorize this rule.

   1. (b) Section 26B-3-1004 authorizes the Department of Health and Human Services to implement duties related to state claims for Medicaid payments or recovery.
2. (2) This rule characterizes the general scope of the Medicaid Program in Utah and defines the provisions necessary to administer the program.
