(1)(a) Each voting council member shall be responsible for declaring a conflict of interest when one exists. A conflict of interest includes any matter that may provide direct personal financial benefit for that council member.
- (b) Each voting council member shall sign a conflict of interest form annually, regardless of whether a conflict of interest exists for that member.
- (2) When a conflict of interest exists, the council member with the conflict of interest shall refrain from the voting process.
- (3) If a council member is aware of another council member's undeclared conflict of interest, the aware council member may ask the council member with the conflict of interest to refrain from voting on an issue in question.
- (4) In the event of a disagreement over whether a conflict of interest exists, the members of the participating meeting shall decide the matter by a simple majority vote.
