- (1) A simple majority of the voting members constitutes a quorum.
- (2) A simple majority of participants at a subcommittee meeting conduct the transaction of business.
(3)(a) Each council vote shall be taken in public.
- (b) A telephone or email vote may not be taken between meetings.
- (4) If a council member cannot attend a council meeting, executive committee meeting, or subcommittee meeting, that council member may designate a proxy to attend the meeting. For that meeting, the proxy is granted each right and privilege inherent to that council member's position, including voting privileges, whether attending in person or electronically.
