(1)(a) A voting member of the council shall serve as chair while a different voting member of the council shall serve as chair-elect.
- (b) The council shall elect a chair-elect annually, who shall serve that year as chair-elect and the following year as chair.
(c) The pool from which a chair-elect is elected shall alternate annually.
(i) One year, a chair-elect shall be chosen from the:
- (A) Department of Health and Human Services;
- (B) Department of Workforce Services;
- (C) Utah State Board of Education; or
- (D) Governor's Office.
- (ii) On an alternate year from the year referenced in Subsection (1)(c)(i), a chair-elect shall be elected from the body at large and may not be from any of the agencies listed in Subsections (1)(c)(i)(A) through (D) or staff of the Early Childhood Utah Program.
- (d) The chair and chair-elect shall conduct each council meeting.
(2) The executive committee shall be composed of:
- (a) the chair and chair-elect of each subcommittee; and
- (b) the chair and chair elect of the council.
(3) The executive committee shall:
- (a) provide guidance to each subcommittee;
- (b) provide perspectives needed to inform each subcommittee's priorities;
- (c) ensure formalized recommendations are provided to the Department of Health and Human Services regarding a policy or budgetary impact, including feedback collected from any state agency, state program, and partner potentially affected by the recommendation;
- (d) review any priority area of each subcommittee to ensure the subcommittee's work includes the tasks required by federal and state early childhood regulations and guidelines;
(e)(i) review each proposal and recommendation submitted by a subcommittee;
- (ii) vote on each recommendation; and
- (iii) send each recommendation back to the subcommittee, as needed; and
- (f) execute additional tasks and responsibilities as assigned by the council.
(4)(a) The council shall establish and review each subcommittee during the first quarterly meeting of the state fiscal year.
- (b) Each voting member of the council shall serve on at least one standing committee, based on the committee member's area of expertise.
- (c) Each subcommittee shall have one chair and one chair-elect. The voting subcommittee elects chairs by a simple majority vote.
- (5) The Early Childhood Utah Program shall serve as staff to the council.
